Theme of China-U.S. relations: win-win cooperation

U.S. Vice President Joe Biden began an official visit to China on Aug. 17, following Chinese President Hu Jintao's state visit to the United States in January, during which the presidents of the two countries agreed to develop a cooperative partnership based on mutual respect and mutual benefit.

Since Hu's visit, the two countries have conducted several high-level governmental and military exchanges to actively promote their bilateral relations. It is hoped that Biden's visit will further boost China-U.S. relations.

China-U.S. relations have a far-reaching impact on the world situation. Stable relations between the two countries serve the common interests of Chinese, Americans and all the people in the Asia-Pacific region and are crucial to ensuring regional and world peace. Thanks to the active cooperation between China and the United States since their establishment of diplomatic relations, East Asia and the entire Asia-Pacific region have enjoyed growing prosperity over the past 30 years.

The success of China's peaceful development should be partly attributed to the country's determined efforts to implement the reform and opening-up policy and partly attributed to its win-win cooperation with the United States and other countries. Its peaceful rise has promoted world peace and stability. A fundamental characteristic of the present era is that China and the United States have overcome various difficulties and worked together to seek common ground. The international community has benefited from the cooperation between the two countries.

The U.S. economy has faced some difficulties over recent years and needs to improve its financial regulation and fiscal deficit. As the United States still dominates the world economy, the financial crisis in Washington has long spread to the entire world through the globalized financial system and affected various regions across the world. Facing the difficulties, China and the United States can only meet the expectations of the international community by jointly promoting international cooperation and governance and taking major measures to revive the economy and adjust the industrial structure.

The security cooperation between China and the United States has progressed on multiple fronts. The China-U.S. comprehensive cooperation has helped both sides to jointly build up mutual trust in security affairs such as the convoys in the Gulf of Aden, joint efforts to resume six-party talks and coordination in combating international terrorism. Vice President Biden is a major U.S. politician and a senior expert on diplomatic and security affairs and is known for his long-term work promoting cooperation between China and the United States.

Currently, the United States is faced with a new round of fiscal and debt crisis and each country across the world is closely watching the U.S. administration's related tactics and operations. As the largest creditor country of the United States and a country with the largest amount of U.S. dollar-denominated foreign exchange reserves, China is naturally more concerned about related U.S. policies. China expects the U.S. administration to take on responsibility and adopt practical measures. China is well aware that cooperation and governance will help the United States to overcome difficulties. Thus, China hopes that Biden's visit to China will improve mutual communication and coordination and promote the vital interests of both sides.

It is needless to evade the fact that China and the United States still have some issues that have remained unsettled for a long time. Regarding issues of China's sovereignty, such as the Taiwan issue and the Tibet issue, the United States is still continuing to pursue actions that hurt China' national dignity, such as selling upgraded weapons to Taiwan. These actions are detrimental to attempts by China and the United States to establish a mutual-trust relationship and will ultimately damage both countries.

After being silent for a period, the United States has started to "return to Asia." However, the recent posturing of the United States is worrying people. The freedom of navigation of the South China Sea has not been disturbed at all. However, the United States is so eager to show its strength that it has taken frequent actions in this area, and that will not be helpful for regional stability.

We believe that cooperation and mutual benefit are still the mainstays of the far-reaching bilateral relations between China and the United States. Although some structural contradictions do exist between the two countries, both sides have the common view and capacity to control them. The U.S. Government needs to shoulder the burden of improving its finances.

Meanwhile, in order to solve the trade and financial imbalances that have appeared during the course of globalization, every country still needs to cooperate with each other deeply, and during this course, the mutual-trust and cooperation between the two largest economies of the world will be extremely significant for global stability. During Biden's current visit to China, we call on China and United States to cooperate and develop jointly.
