Too optimistic?

VietNamNet Bridge – At group discussions on Vietnam’s social and economic situation on October 21, National Assembly deputies expressed worries about difficulties in life, scattered investment and unrealistic social-economic targets for the next five years.

At the group of National Assembly deputies from the central province of Binh Dinh, deputy Dang Cong Ly said that constituents complained about the government’s scattered investment.

“The central region only needs one airport for each 2-3 provinces, but now all provinces have their own airport. There are flights with only 8 passengers. Investment in airports is very huge. We should invest in one large airport only,” deputy Ly said.

Ly also pointed out the boom of seaports in the central region. As a result, many seaports do not have ships anchored. He proposed to build only several ports.

Other members of this group also said that this matter must be considered immediately as Vietnam is considering economic restructuring.

Vice chair of the National Assembly’s Judiciary Committee Le Minh Thong said that the responsibility for scattered investment is unclear.

Deputies from the central provinces of Thanh Hoa and northern port city of Hai Phong suggested the government to reconsider key projects.

Deputy Nguyen Ngoc Hoa from HCM City said once government spending is cut, the government needs to have measures to develop the capital market.

Many deputies showed their worry over restructuring the banking system. Deputy Do Van Duong from HCM City said the bankruptcy of black credit funds in many provinces has caused complicated consequences that must be controlled.

Deputy Le Minh Thong questioned how the banking system is restructured when many commercial banks have been established in recent years?

Many deputies said that the targets set for the next five years are high. Deputy Tran Ngoc Vinh from Hai Phong asked “the current consumer price index or CPI is 18 percent but the targeted CPI for the next five years is only 5 percent, is it feasible?”

Deputy Le Minh Thong also said that the goals set for the next five years are too optimistic. “I think that targets should be the directions, not specific numbers otherwise we will have to change it.”

Deputy Bach Mai from HCM City questioned: “Where are the people in these plans?” She proposed to call for the people to involve in making development plans for the country.

This week the National Assembly will have plenary sessions on social and economic situation.
