Prime Minister attends regional summit meeting in Cambodia

PHNOM PENH — Cambodia, Laos, Myanmar and Viet Nam should further strengthen co-operation while boosting efforts to lure investment and application of science and technology.
Prime Minister Nguyen Tan Dung made the comments while attending the fifth Cambodia-Laos-Myanmar-Viet Nam (CLMV 5) Summit, which took place in Phnom Penh yesterday.
PM Dung said that after six years of development,CLMV co-operation had moved from forming mechanism to gradually implementing specific co-operative activities.
He noted, however, that this co-operation had not met the four countries' aspirations and match their potentials, stressing the slow implementation of co-operative activities due to weak capacity and difficulties in mobilising capital.
At the summit, PM Dung and his Cambodian, Lao and Myanmar counterparts reviewed co-operative activities since the fourth CLMV Summit in Ha Noi in 2008 in such fields as trade and investment, transport, agriculture, industry and energy, tourism and human resource development.
The CLMV 5 noted progress in areas such as Viet Nam's establishment of the CLMV Scholarship Fund.
To boost the search for capital sources to fund CLMV projects, the prime ministers approved a list of 16 top priority projects in the four countries.
They agreed to adopt a Joint Statement that affirms a determination to continue strengthening co-operation within the CLMV mechanism for peace, stability and prosperity in the Mekong sub-region, and helping narrow the development gap between CLMV and other ASEAN member countries.
The prime ministers also agreed to hold the next CLMV Summit in Laos in 2012.
Meeting with Lao PM
Also yesterday, Dung had a bilateral meeting with his Lao counterpart, Buasone Bouphavanh in Phnom Penh on the sidelines of the Greater Mekong Sub-region (GMS) summits.
On the occasion of Vientiane's 450th birthday, Dung expressed his wish that Vientiane's people would continue reaching greater achievements in their socio-economic development, making the capital city worthy of a political, economic and cultural centre and the heart of the country.
He informed PM Buasone Bouphavanh about Viet Nam's plan to organise activities to mark the 35th anniversary of Laos' National Day and the 90th birthday of President Kaysone Phomvihane.
The Lao PM thanked Viet Nam for its participation in the International Cluster Bomb Conference in Vientiane earlier this month and congratulated the country on its successful organisation of the 17th ASEAN summit and related meetings, which helped improve the nation's position in the international arena.
According to PM Buasone Bouphavanh, the Lao government decided to provide US$100,000 in support to flood-hit people in central Viet Nam.
The two PMs agreed to step up economic co-operation, solve difficulties for businesses, actively review bilateral co-operation in 2010 and propose measures for the coming year as well as prepare for the 33rd session of the Viet Nam-Laos Inter-governmental Committee.
They also agreed to continue mutual support and co-operation at regional and multilateral forums.
Earlier, Deputy PM and Foreign Minister Pham Gia Khiem led a Vietnamese delegation to attend the Cambodia-Laos-Myanmar-Viet Nam (CLMV) Foreign Ministers' Meeting and the Ayeawady-Chao Praya-Mekong Economic Co-operation Strategy (ACMECS) Foreign Ministers' Meeting. Meanwhile, Minister of Planning and Investment Vo Hong Phuc took part in a conference organised by the Development Triangle Co-ordination Committee. — VNS
